Emanuel Lutchman is being accused of planning to attack Merchants Grill, a bar in Rochester, New York, during New Year’s Eve.
Lutchman’s alleged motivation is to prove himself worth to the Islamic State of Iraq and Syria (ISIS). It is reported Lutchman “hoped to take hostages and use a pressure cooker bomb inside” the bar.
A neighbor of Lutchman was quoted in the media as claiming the suspect was “a jail kind of Muslim”.
The Federal Bureau of Investigations (FBI) were working with 3 people Lutchman was ordered not to make contact with who happened to work at the Merchant Grill.
According to the complaint, Lutchman wanted “to provide material support to ISIS … and planned to kill innocent civilians at a restaurant/bar in the Rochester area on New Year’s Eve in the name of the terrorist organization.”
Investigators said Lutchman reportedly had been planning an armed attack and was receiving directions on how to do it by an ISIS member in Syria. Lutchman’s communications via internet and phone called with ISIS began in November.
The contact, known as “confidential source one” (CSO), that worked with the FBI produced “screenshots of Lutchman’s communications with a man who identified himself as a brother of ISIS.”
The CSO also revealed that Lutchman confirmed his “support of ISIS” to them during conversations.
A 3rd CSO provided the FBI with an “audio recording of Lutchman pledging allegiance to ISIS and its leader Abu Bakr al-Baghdadi.”
It was then that Lutchman “expressed hatred for everything in America” and vowed to “give everything up” to go to Syria and fight alongside ISIS. Lutchman was encouraged to kill millions of people to show his devotion to ISIS.
He “promised to publicize” the attack on the internet.
Adding a conspiratorial twist to the plot, Omar Lutchman, Emanuel’s father, told the press that his son “is impressionable. First he was a Blood, then he was a Crip, then he became a Muslim. He’s easily manipulated.”
Omar also claimed Lutchman has long had mental problems and was goaded by informants who helped build the case and that this arrest was “entrapment … like putting steak in front of a dog.”
Yet, according to John Page, the owner of Merchant Grill, Lutchman “lived nearby and had repeatedly come into the bar asking for money. He had been asked to leave several times [because he] caused more trouble than positive”.”
Lutchman is an ex-con, newly released from prison where he most likely was converted to Islam. In fact, as of 2003, Muslims make up 17-20% of the prison population in New York, which translates to 350,000 inmates. The number of Islamic converts now has grown exponentially.
The majority of these converts are African American, yet there is a small community of Hispanics converting as well.
These prison converts are radicalized in prison “by outside islamist groups linked to terrorism, according to J. Michael Waller, professor with the Walter and Leonore Annenberg Professor of International Communication at the Institute of World Politic.
The Department of Justice (DoJ) released a report in 2004, concerning the prison system’s failure to prevent “infiltration by religious extremist” who coordinate “worship services”
Mark Hamm, criminologist at Indiana State University (ISU), explained this phenomenon as “prison Islam” which is derived from “small gang-like cliques that use cut-and-paste versions of the Koran” to inspire religiously fueled violence that will translate to future criminal activities.
Hamm has made correlations in 5 incidents that turned into terroristic attacks, including the 2005 Los Angeles bomb plot.
One of the more popular Islamic terrorist groups found in NY prisons is al-Shabaab. Earlier in 2015, Sulejmah Hadzovic was sentenced to 5 years’ probation for testifying against his friend during a 2011 trial revolving around a terrorism plot that would have aided al-Shabaab.
Hadzovic and his cohort attempted to join al-Shabaab via a trip to Somlaia. The pair also “made efforts to reach Pakistan, Afghanistan and the Balkans.”
Al-Shabaab is a terrorist group that has recently released a recruitment video, targeting African American men in the US to rise up, join their cause and fight their Islamic jihad.
To inspire African American men to take up arms, al-Shabaab played a clip of Donald Trump calling for the halting of entry all Muslims into the US.
Al-Shabaab hopes this rhetoric will convince African Americans that the US is “a racist society” by intersplicing Trump with clips of Anwar al-Awlaki predicting that there will be a mass persecution of Muslims in the US.
