Governor describes death of 37 inmates during riot in Venezuelan “preventative detention” jail as massacre


nsnbc : At least 37 people died during a several hours long prison riot in Venezuela’s southern state of Amazonas. Governor Liborio Guarulla described the incident as a massacre.

Venezuela_Amazona_Prison riot_Aug 2017The office of the prosecutor said an investigation had been launched into the death of 37 people in the prison facility in the town of Puerto Ayacucho in Venezuela’s southern Amazonas State.

Prosecutors said 14 officials were wounded in the violence that ran from Tuesday to Wednesday without stating whether guards or other officials were among the dead. Amazonas governor Liborio Guarulla, for his part, had earlier tweeted that a “massacre” took place with at least 35 corpses counted.

Two prison-monitoring groups, A Window to Freedom and the Venezuelan Prisons Observatory, for their part, reported that 37 had been killed, all of them inmates. Carlos Nieto of A Window to Freedom told reporters This is the worst riot we’ve had in a preventative detention facility”.

Nieto explained went on to explain one possible reason for the riot when he said that detainees in this “preventative detention facility” in Puerto Ayacucho “are only supposed to be held for up to 48 hours, but there were prisoners who have been there for years”.

The jail was holding 105 prisoners at the time of the riot, Governor Guarulla said. Carlos Nieto, for his part, said some 33 000 convicted prisoners were being kept in preventative centers like the one in Puerto Ayacucho, alongside people awaiting trial. At the end of 2016 Venezuela had 88 000 detainees, more than double the official holding capacity of 35 000 places, states  A Window to Freedom.

Surviving prisoners, relatives and rights organizations are calling for independent supervision of the official investigation into the incident or if necessary and entirely independent investigation. The deadliest riot in a prison in Venezuela was in 2013, when 60 people died and more than 150 were wounded in a facility in Uribana, in the western state of Lara.
