Make healthcare taxed out of income based on wages made per month. For example: up to $10000 a year income = $25 a month, $10000-$20000 = $50, $20000-$30000 =$75, and so on every $10000 until it caps out at $200 a month max. People on work visas, resident aliens, student visas pay $200 monthly flat. Make medical workers government employees having there pay reflected in grades of years working in the field. Medical research, equipment repairs, hospital expansions, and training be taken out of federal income tax at a flat rate of $250 per person annually. 300,000,000+ live in the United States. We should be able to cover every American this way.
