Obama budgets $220 million for Israel’s Iron Dome

WASHINGTON — The administration of President Barack Obama has
drafted a budget to help fund Israel’s Iron Dome program.

Officials said the administration has inserted funding in the Defense
Department’s annual budget for the procurement of the Iron Dome missile and
rocket system for Israel. They said this marked the first time that the
Pentagon’s Missile Defense Agency allocated money for Iron Dome, which
became operational in 2011.

“Our interests are very clear and common,” Defense Secretary Chuck Hagel said on April 16. “I think the Israelis know that.”

[On April 17, three rockets fired from Egypt fell around the southern
Israeli port city of Haifa. This marked the first rocket attack — in which
there were no injuries reported — on Eilat since Israel’s mini-war with
Hamas in November 2012.]

MDA’s budget for 2014, already presented to Congress, contains $220
million for Iron Dome. Officials said the funding would help Iron Dome
production lines in Israel and the United States in a project led by
Israel’s state-owned Rafael Advanced Defense Systems and Raytheon.

“Other key efforts supported by this budget include … contributions to
the Israeli Iron Dome system to defeat short range missiles and rockets,”
the Pentagon said in a budget statement on April 10.

The Iron Dome budget was far smaller than that advocated by Congress in
2012. At the time, the House and Senate discussed allocations of up to $680
million for Iron Dome development and production through 2015.

The administration also cut the budget for existing Israeli missile
defense programs. They included Arrow-3 and David’s Sling, which would
receive $4 million less in 2014 than during the current fiscal year. In all,
three Israeli programs would receive $95.7 million under the
administration’s request.
