Putin expands powers of Russia’s FSO to encompass Information Warfare


nsnbc : Russian President Vladimir Putin, this week, signed a decree authorizing the Federal Guard Service (FSO) to counter cyberattacks and to protect the personal data of public servants.

The Federal Guard Service (FSO) was initially created as a federal executive body responsible for drafting and implementing government policy and legal regulation, control and oversight in the field of state guard service as well as in safeguarding presidential, governmental and other types of special communications and information provided to government agencies. The President of the Russian Federation oversees the activity of the Federal Guard Service.

However, among the FSO’s ever-expanding list of tasks is protecting high ranking officials and key government interests in Russia. Last year, Putin signed into law a bill allowing the FSO to classify data on key state officials’ bank accounts and property.

The newly published decree was signed by Putin on Tuesday, February 27, 2018. It charges the FSO with implementing “information warfare measures, detections, warnings and consequence management of computer attacks on Russian information resources.” The decree, made public on the government’s legal portal, also tasks the federal guards with protecting the personal data of high-ranking officials and their family members. Putin’s latest decree also grants the FSO powers to run emergency rescue and fire extinguishing operations.
