The Iraqi government in Baghdad lodged a complaint against Turkey’s deployment of troops, including tanks and heavy weapons to northern Iraq where Turkey claims to attempt to fight ISIS / ISIL / Daesh troops near the Islamic State held city of Mosul.

Intelligence reports, including reports received by nsnbc have since 2013 documented that Turkey is purchasing smuggled Syrian oil via the self-administrated Kurdish region of northern Iraq. These reports have recently been substantiated by the release of Russian satellite images.

Baghdad has also since 2013 accused Turkey of illegally importing Iraqi oil from the Iraqi-Kurdish Barzani administration in circumvention of Baghdad, thus depriving the central government of sovereignty over the country’s resources and revenue while supporting efforts to carve-out an Iraqi-Kurdish State construct.

Baghdad officially lodged a complaint on Tuesday. In a phone conversation between Turkish Foreign Minister Mevlut Cavusoglu and his Iraqi counterpart, Ankara assured Baghdad of its “respect for Iraq’s territorial integrity”, said Turkish Foreign Ministry spokesman Tanju Bilgic. Turkey claims that its recent deployment of troops and weapons to northern Iraq was part of what it describes as “train and equip program” for Iraqi troops.

Baghdad for its part stresses that it never invited Turkish troops, authorized the deployment of Turkish troops on Iraqi territory, and that Turkey is in fact violating Iraq’s territorial integrity. The Iraqi government of Prime Minister Haider al-Abadi stressed that Turkey should immediately withdraw its troops and that Baghdad would be bringing the issue before the United Nations unless Ankara complies with Baghdad’s demands.

Turkish Prime Minister Ahmed Davotoglu, for his part, noted that he planned to visit Baghdad soon to “iron out” the differences between Turkey and Iraq and to “try to calm the row over the deployment of Turkish troops”. Turkey claims that it deployed troops to help “protect the Kurdish population against ISIS fighters. Baghdad for tits part, insists on its sovereignty and accuses Turkey, along with the United States of attempting to Balkanize Iraq.
