Annan said that he would call for a complete cessation of hostilities by 6:00 am Damascus time on April 12, after the withdrawal by the Syrian government.
“I urge the government and the opposition commanders to issue clear instructions so that the message reaches across the country down to the fighter and soldier at the local level,” he said.
On Monday, Syrian President Bashar Assad agreed to an April 10 deadline to implement international envoy Kofi Annan’s six-point peace plan, which calls for the withdrawal of Syrian troops from population centers and a cease-fire.
Press TV has conducted an interview with Jamal Wakim, professor at the Lebanese International University, to share his opinion on this issue.
The following is a rough transcript of the interview.
Press TV: Kofi Annan has said that any transition should be a Syrian-led process. This will encounter to what Saudi Arabia, Qatar and the US have been seeking. How important is this notion to the unrest in Syria?
Wakim: Well this is a clear and official declaration to end hostilities in Syria and it is a clear declaration of failure of the American plans to topple the Syrian regime while of course the backing of major Arab powers like Saudi Arabia.
So now that Kofi Annan had declared this, this is as I said an official declaration that the Syrian regime will be intact and the call for dialogue was something that the Syrian regime itself had called on since the beginning and was refused by the military insurgents or the armed insurgents.
So it is clear that this is the end of the crisis for now with a compromise of course Kofi Annan has the backing of both Russia and the United States to lead this initiative and to settle a political –let’s say–solution for the Syrian crisis.
Press TV: Let us talk about the Syrian opposition. Annan also said that the Syria opposition should stop all acts of violence. How monolithic and united is the opposition to stick to the cease-fire?
Wakim: Well definitely this declaration by Kofi Annan, Kofi Annan represents mainly the American side. So this declaration it is more of a notification of the armed insurgents that they will no longer receive backing from the United States and that they should adjust to the new situation.
So in this sense I believe that it is more than of an order to the Syrian opposition to stop hostilities with the regime specially that the regime has called right from the beginning for a political dialogue with the opposition in order to sort out the crisis in a peaceful manner.
Press TV: And of course the million dollar question is will the opposition stop? Do you think the opposition is going to cease all types of violence in the next at least 48 hours as Kofi Annan and the international community along with the Syrian government is hoping for?
Wakim: I believe the major opposition group which is the Muslim Brothers will comply with this but other rogue elements might keep on directing military attacks or let’s say bombings and certain guerilla operations inside Syria. But that will not affect, maybe they will just disturb the public peace.
However they will not jeopardize the stability of the Syrian regime that was able to get through a more dramatic and drastic situation and now it has reached its end.
