‘Dialogue-evaders inflame Syria unrest’

Lavrov said in a Wednesday statement that parties which have discouraged the “Syrian opposition” from holding an official dialogue with the government are responsible for continuation of unrest in Syria, Russian media reported.

The demand for “change of regime in Syria” as a precondition for resolving the conflict in this country can lead to “a civil war,” the statement added.

The Russian foreign minister stated that Moscow will maintain its efforts to help end the months-long turmoil in the key Middle Eastern country.

Lavrov’s remarks came as the Syrian president issued a decree on Wednesday calling for a referendum on a newly drafted constitution due to be held on February 26.

Syria has been experiencing unrest since mid-March 2011, with demonstrations being held both against and in favor of President Assad.

The West and some factions of the Syrian opposition accuse the government of being behind the months-long unrest, but Damascus persistently insists that “outlaws, saboteurs and armed terrorist groups” are responsible for the turmoil, which it says has been orchestrated from abroad.
