FACT CHECK: Did George W. Bush or President Obama Create ISIS?

Jeb Bush chose the dinner for the American Federation for Children (AFC) and the Alliance for School Choice (ASC) in New York City (NYC) to finally answer the question of who created ISIS.

A few days prior, Jeb was confronted by Ivy Ziedrich, a 19 year old political science major from the University of Nevada (UN), who questioned the presidential hopeful on how his brother, former president George W. Bush, “created ISIS”.

Ziedrich said: “You stated that Isis was created because we don’t have enough presence and we’ve been pulling out of the Middle East. The threat of Isis was created by the Iraqi coalition authority, which ousted the entire government of Iraq. It was when 30,000 individuals who are part of the Iraqi military – they were forced out. They had no employment, they had no income, yet they were left with access to all the same arms and weapons. Your brother created ISIS!”

At the time, Jeb responded with: “Is that a question?”

Speaking to Larry Kudlow, economist and columnist for Newsmax, Jeb blamed President Obama for the creation of ISIS “and other crises in the Middle East” because of a lack of trust in the current administration based on statements made by the sitting president.

Jeb said: “Language matters. The use of their bully pulpit matters. So when you say things like, ‘We’re gonna have a red line,’ you need to mean it. You can’t just say that and then say, ‘Well, I was talking about the world’s red line.’ Give me a break.”

Pushing the concept of trust as integral in US foreign policy, Jeb said: “The appropriate traditional foreign policy requires you to nourish the alliances that exist in the world and have kept us safe. That means NATO. That means our relationship with Israel.”

The possible presidential candidate claimed that since military forces were not maintained in Iraq “a void” was created that “allowed ISIS to emerge in Iraq” and become “a force to be reckoned with”.

Dexter Filkins, journalist and expert in Iraq and Afghanistan, wrote in an op-ed piece that the Bush administration decision to disband the Iraqi military led to “many angry young men” who were now unemployed in a turbulent nation, “took up arms against the United States. We’ll never know for sure how many Iraqis would have stayed in the Iraqi Army—and stayed peaceful—had it remained intact. But the evidence is overwhelming that former Iraqi soldiers formed the foundation of the insurgency.”

Filkins explains how Al Qaeda collaborated with the Islamic State of Iraq who had been near-totally defeated during the 2nd Iraqi war.

Fighting against the Sunni majority in Syria and President Bashar al-Assad, Abu Bakr al-Baghdadi, the leader of the Islamic State of Iraq, dispatched a few soldiers into Syria with the intention of building up their army with disenfranchised Syrian youth.

This initiative was so successful that by 2013, the Islamic State of Iraq became the Islamic State of Iraq in Syria (ISIS).

Last year Baghdadi established himself as the Caliph of the Islamic State and created a cabinet of leaders loyal to him of which several members were former soldiers in the Iraqi Army under Saddam Hussein.

Filkins pointed out that George W. Bush “helped to make [ISIS] bigger”.
