French minister calls on land reform

Christiane Taubira’s comment came just days after President Francois Hollande insistently ruled out reparations for France’s role in slave trade during the 19th and 20th century.

“In the overseas territories there was a land grab, the general result was that the descendants of slaves were left without access to land. Therefore we should think about – without sparking a civil war – regrouping properties that were divided and about land reform,” said Taubira.


She continued by saying “There are steps that should be taken, without expropriations, and clearly explaining the reason behind the state’s push to purchase land.”

Taubira has authored a federal law that identifies slavery as a crime against humanity in 2001, while representing her native French Guiana as a member in parliament.

Hollande caused an outrage among civil rights groups on May 8 when he clearly stated that France would not pay compensations for slavery.

In response to his statement, a leading French racism watchdog group, the Representative Council of Black Associations (CRAN), said it would sue the state-owned bank CDC, accusing it of collecting money from slave trade between 1825 to 1946, which would be worth USD 20.7 billion in today’s money.

In addition, CRAN President Luis-Georges Tin explained that Taubira’s land reform proposal would not lead to expropriations since the state owned vast unused land in the overseas territories.

“Our colleagues overseas have heard the announcement loud and clear… we all expect to be contacted quickly by Mrs. Taubira and the government to figure out how to put this policy in place,” said Tin, adding that the new announcement would in no way dissuade his group from suing the CDC.
