Imad Mohammad Deeb Khamis was tasked with the forming of the new government based on Decree no. 187, signed by President Al-Assad on Wednesday. Khamis was born in the countryside of Damascus in 1961 and is a long-standing member of the Socialist Arab Baath Party. Khamis has been a member in al-Baath Arab Socialist Party since 1977 and a member of the Party’s Regional Leadership since 2013, in addition to being a member in the Engineers Syndicate.

He has a degree in electrical engineering and a master’s degree in energy from Damascus University, in addition to acquiring certificates for several courses including middle management, disaster management, strategic management, time management, and leadership skills development. He also participated in 11 conferences abroad on energy policies.

Prior to his appointment Khamis occupied several administrative posts at Damascus Electricity General Company between 1987 and 2000, in addition to working as director of energy services at the Electricity Ministry and in the UN-sponsored energy preservation project between 2001 and 2003.

Between 2003 and 2005 he worked at the Damascus Countryside Electricity General Company as Assistant Director General, and from 2005 to 2008 he became its Director General, and then became Director General of the General Establishment for Electric Power Distribution and Investment between 2008 and 2011. He occupied the post of Electricity Minister since 2011. He is married with three children.

The formation of the new government follows recent parliamentary elections. Peace talks with participation of the foreign-backed opposition in Geneva have largely stalled, although there still are initiatives to keep them alive. One of the most recent proposals that was tabled was the possibility to integrate some members of the foreign-backed “opposition” who renounce violence into the Syrian government. Backchannel talks are, as far as nsnbc heard, ongoing, while one of the main points that needs to be discussed is how such a step would be possible without violating the Syrian constitution and defrauding the electorate.

Militarily, forces of the Syrian Arab Republic are in progress with a major offensive against ISIL in Deir Ez-Zor (Deir Ez-Zour) province while Syrian Arab Army, Syrian National Self Defense Forces, supported by Hezbollah units and Russian Air Forces continue to advance slowly but consistently against positions held by Jabhat Al-Nusrah and other Islamist militants near the Syrian – Turkish border.
