Larijani added that in principle, the plan should have been proposed by the government and it is up to Majlis to make a final decision.
“Withdrawing the income, revising the price of energy carriers and the manner of distributing cash handouts must conform to the law,” he added.
Larijani said so far there has been no precedence for “virtual depositing,” which he said is the government terminology for transferring money into people’s accounts without them being able to withdraw it.
“We did not have this terminology, but in any case both the withdrawal and payment require laws and this is why I said this issue is legally flawed and should be corrected.”
On April 3, Larijani wrote a letter to Ayatollah Khamenei about the implementation of the second phase of the subsidy reform plan by the government.
Hossein Sobhani-Nia, member of the Majlis presiding board, told Mehr News Agency on April 7 that the letter focused on the government’s performance in implementing the subsidy reform plan and the illegal start of the second phase of the plan.
Larijani had said in his letter that in view of budgetary credits for the current Iranian calendar year (2012-2013) and the country’s economic conditions, the time was not ripe for the implementation of the second phase of the plan.
According to Sobhani-Nia, Larijani also noted that starting the second phase of the plan before the budget bill for the new Iranian calendar year (started March 21) has been passed by Parliament is illegal.
The Majlis Speaker then asked Ayatollah Khamenei to use his powers under Article 110 of Iran’s Constitution and prevent the implementation of the second phase of the subsidy reform plan.
