Dhlakama spoke over the phone to party followers and journalists who had gathered in the city of Beira in Sofala. Speaking about the perpetual issue, namely a permanent and lasting ceasefire between Renamo and the State and government, Dhlakama promised to announce a permanent ceasefire within days, if the Frelimo government is cooperative.
Dhlakama claimed that previous ceasefires were not the result of negotiations but that they were the results of “his initiative”, he, having realized that “Renamo attacks are regressing the country”. Dhlakama also made a somewhat “odd” statement saying neither the governing Frelimo nor Renamo “manufactured people so they could kill them”.
A current ceasefire lasts until May 5. In 2012, following the discovery of major offshore gas resources, Alfonso Dhlakama and other top Renamo leaders decided to recall former Renamo insurgents and to recruit new ones.
Dhlakama withdrew to his “bush headquarters” and has repeatedly stressed that he could not come out of hiding because Frelimo or the military would murder him. Frelimo has repeatedly dismissed such claims. Independent analysts may notice that the intelligence services would merely have to have monitored the phone connection Dhlakama used for his latest appearance to pinpoint his location within a margin of feet.
Rebuilding Renamo’s armed wing violates, first and foremost, the constitution which stipulates that there may only be one military and one police force in Mozambique, under the control of the government. The recognition that the armed conflict between Renamo and the Mozambican military “is regressing the country” is by many viewed as a correct assessment.
Following the discovery of the offshore gas reserves in 2012, Mozambique was poised to become the world’s 2nd largest exporter of liquefied natural gas (LNG) by 2020. Mozambique has also large, still entirely untapped, high-quality coal reserves.
However, regular armed hostilities, highway robberies by Renamo fighters, a high rate of violent crime and kidnappings, including high-profile kidnappings of foreign businessmen, executives and investors has created an environment that is not conducive of resource, agricultural, industrial, infrastructure, social as well as economic development.
