Afghan police officials said the blast happened in the Pul-i-Surkh area of the western part of the volatile city on Tuesday.
The explosion took place miles away from the site of the security handover ceremony attended by NATO chief Anders Fogh Rasmussen and Afghan President Hamid Karzai.
No group has yet claimed responsibility, but Taliban militants usually take the blame for similar attacks in the war-torn country.
Taliban militants have recently announced the start of their annual “spring offensive” against US-led and Afghan forces, vowing a new wave of attacks across Afghanistan.
Taliban said it would use “every possible tactic” to inflict casualties on Afghan and US-led forces.
Separately, the US-led foreign forces in Afghanistan launch deadly airstrikes in two provinces. Provincial officials in Logar have confirmed that an air raid left three teenagers dead.
According to witnesses, the victims were playing outside when they came under fire from a foreign helicopter.
Meanwhile, another NATO air strike has left eight people dead in Kandahar province.
Hundreds of civilians have been killed in US-led airstrikes and ground operations in various parts of Afghanistan over the past few months, with Afghans growing increasingly outraged over the seemingly endless number of deadly assaults.
The rising death toll for Afghan civilians as a result of NATO and US military operations in the country has increased tension between President Karzai and his Western allies.
The United States and its allies invaded Afghanistan in 2001 as part of Washington’s so-called war on terror. The offensive removed the Taliban from power, but after more than 11 years, insecurity remains across the country.
