Protesters marched from the scene of the shooting at Larpenteur Avenue and Fry Street to the governor’s mansion in St. Paul. Many protestors have said they will not go home until Gov. Mark Dayton comes out to give a statement.

Officers with the St. Paul Police Department are on the scene, but are limited to traffic control around the area.

Officer-involved shooting

St. Anthony police confirmed one of their officers shot and killed 32-year-old Philando Castile inside his car during a traffic stop in Falcon Heights near the state fairgrounds around 9:00 p.m. Wednesday night.

Castile’s girlfriend, Diamond “Lavish” Reynolds and her daughter were also inside the car, but were not injured in the shooting. Reynold’s live streamed a video of the aftermath of the shooting on Facebook, saying Castile informed the officer he had a pistol and a license to carry while he was reaching for his ID.

The officer involved has been place on standard administrative leave. The Bureau of Criminal Apprehension is investigating the incident.

Daily Record reports:

The disturbing footage from Indianapolis woman Lavish Reynolds shows her in a car, with her boyfriend heavily bleeding and in agony.

A frenzied police officer, from the local force in Falcon Heights, Minneapolis – where the footage was taken on Wednesday – can be seen pointing his gun at Philando Castile, who is nursing a heavy wound in his arm.

The social media footage also captures a conversation between the woman and a police officer, in which she remains totally calm.

However the officer is only heard shouting in a panicked voice.

While the exchange takes place, she insists that Castile was licensed to carry a weapon.

She says her boyfriend was shot after they were pulled over.

The officer fired his weapon when he reached for his ID and wallet which the officer had requested.

She says: “And the officer just shot him in his arm.”

Shouting, a police officer said “Ma’am, keep your hands where they are,” before then adding: “F***!”

Reynolds tells her mobile phone camera “He just shot his arm off” but the officer then screams: “I told him not to reach for it! I told him to get his hand open.”

Speaking calmly, the woman responds: “You told him to get his ID, sir, you told him to get his driver’s license.”

At that point, her boyfriend stops moving.

She says: “Oh god, don’t tell me he’s dead. Please don’t tell me my boyfriend just went like that… please don’t tell me that he’s gone.

“Please don’t tell me this Lord, please Jesus don’t tell me that he’s gone.

“Please officer don’t tell me that you just did this to him. You shot four bullets into him, sir.

“He was just getting his licence and registration, sir.”

Officers then demand she steps out the car, and a child can be heard crying.

An officer says: “Ma’am you’re just being detained right now until we just get this all sorted out, okay?”

After that, all that can be seen is clear blue sky in the video.

She later claims: “They threw my phone, Facebook.”

Officers then begin carrying out CPR on the man, as she insists that he is a “good man” who “works for St Paul Public Schools… He’s never been in jail, anything.

“He’s not a gang member, anything.”

The camera briefly moves to her terrified child.

Reynolds then says: “It was a police officer that shot him. He asked him for his license and registration, which was in the back of his pocket, because he keeps his wallet in his pocket.

“And as he went to reach, he let the officer know before he was reaching that he had a firearm on him, and before he can let the officer know anything, the officer took off shots.

“About four or five rounds was shot.

“And my boyfriend, I don’t know what condition he’s in, I don’t know if he’s okay or if he’s not okay.

“I’m in the back seat of a police car, handcuffed… they got machine guns pointed.”

St Anthony Police Department said in a statement: “On 07-06-2016 at approximately 2100 hours, a St. Anthony Police Officer effected a traffic stop on Larpenteur and Fry in the City of Falcon Heights, Minnesota.

“During the stop, shots were fired. One adult male was taken to the hospital. We have been informed that this individual is deceased.

“No one else was injured and the BCA has been called in to investigate this officer involved shooting. A handgun was recovered from the scene.

“The BCA will provide additional information as their investigation progresses.”

The shooting has caused outrage on social media.
