Given that all the money Kadyrov has are being EXTORTED from Russian people: the 2020 budget of the republic OFFICIALLY totals $1200M, including $180M of local taxes and $840M DONATIONS from Pootin (which means taxes on Russian people). And this is only the OFFICIAL budget, it does not exclude money criminally extorted by Chechen mafia from Russians.
