YPG spokesman Redur Khalil (Xelil) said Russia is setting up a base in YPC controlled area and will be training YPG fighters as part of the fight against terrorism. Khalil told reporters the agreement with Russia was concluded on Sunday.

He also noted that Russian troops had already arrived at the position in the northwestern province of Afrin with troop carriers and armored vehicles. In a written statement Khalil noted:

“The Russian presence … comes in agreement between (the YPG) and the Russian forces operating in Syria in the framework of cooperation against terrorism and to help train our forces on modern warfare and to build a direct point of contact with Russian forces”.

Both the United States as well as Russia consider the PYD’s armed wings, the YPG and the all female YPJ as one of the most powerful allies in the fight against Islamist militants and terrorists in northern Syria.

Previous intelligence reports received by nsnbc also suggest that the Syrian government in Damascus tentatively cooperates with the PYD – YPG/YPJ while Damascus doesn’t support the PYD’s ambition to establish autonomous regions.

Neighboring Turkey, for its part, considers the PYD as a terrorist organization and ally to Turkey’s outlawed Kurdistan Worker’s Party (PKK). The PYD has established three autonomous zones, or Cantons of Jazeera, Kobani and Afrin and a Kurdish government across Syrian Kurdistan in 2013.

On March 17, 2016 Syria’s Kurds declared a federal region in Syrian Kurdistan. On December 30, 2016 Syrian Kurds approved a blueprint for a system of federal government in Syrian Kurdistan, reaffirming their plans for autonomy in areas they have controlled during the civil war.
