Syria heading for civil war, Arab League claims

At least one person was killed. Mr Elaraby insisted that the presence of the
observers had significantly reduced the daily death toll since their arrival
in Syria last month.

But the claim has been challenged by UN officials, who say that an average of
40 people are being killed a day, more than before the observers began their
work.

At least one monitor has withdrawn from the mission, claiming that it was
playing into Mr Assad’s hands. There were unconfirmed reports that two
others may have followed suit. At least 5,000 civilians have been killed
since the uprising began last March, according to UN estimates.
