The British parliament is set to discuss a controversial measure that could spell more surveillance on domestic Internet users.
The UK Home Secretary, Theresa May, will outline the new online security measure for British lawmakers on Wednesday. If adopted, the law would force Internet Service Providers (ISP) to hand details of users to police, identifying who was using a computer or mobile phone at a given time.
Just a couple of days before introducing the legislation, May said on Monday that Britain is facing a bigger threat to its security from terrorism than at any time before or since the Sept. 11 2001 attacks in the United States.
As part of the Counter-Terrorism and Security Bill, providers would have to retain data linking devices to users.
But campaigners warn it could see the revival of the so-called “snoopers’ charter” – a previous attempt to bring in wide-ranging web monitoring powers.
This is while ISPs believe such plans could cost the industry millions and would not catch criminals.
Now political analyst Christopher Walker says there are arguments that the new measure is only a nickname for the original Communication Data Bill, which could “fully identify” everybody.
Walker noted that the UK “intelligence services of course say that for them, it’s not enough. They want more. They want even greater invasion of privacy. It is a continual argument.”
The anti-terrorism and security bill will require that ISPs retain information which can help identify individual users via their IP (Internet Protocol) addresses.
According to the Home Office, ISPs have no proprietary interest in keeping data on which individual users has used each IP address, sometimes making it impossible for police and security services to identify who is operating online at any particular time.
Analysts say the measure will ultimately target certain groups or people in the Islamic community.
Walker added that British civil liberty groups see such a measure as a move that will throw freedoms “out of the window.”
