The United Nations High Commissioner for Refugees (UNHCR) has warned that the British government’s proposed immigration bill could “stigmatize” refugees and asylum seekers in the UK.
In a briefing note to MPs, obtained by The Guardian on Thursday, Antonio Guterres said the bill, which is currently going through the UK Parliament, could deny housing to stateless people.
“The provisions of the bill appear likely to result in asylum-seekers, refugees and beneficiaries of subsidiary protection being stigmatized in the public mind and in their being denied access to housing or bank accounts,” Guterres wrote.
He expressed concerns that the new measures risk creating “a climate of misunderstanding and ethnic profiling” and resulting in “marginalization” of refugees and asylum seekers.
The UN commissioner also warned that legal refugees will suffer discrimination if the migration bill goes ahead.
British Prime Minister David Cameron announced earlier this month that the new rules were being laid before the Parliament to bring them in by January 2014, when EU working restrictions are lifted.
The announcement came amid concerns over an influx of Romanians and Bulgarians to the UK in the near future.
Under the new measure, British landlords will be fined if they rent homes to illegal immigrants and banks will be barred from opening accounts for those people without the right to stay in the UK.
Britain’s Deputy Prime Minister Nick Clegg, however, has pledged to block attempts by the coalition government to impose a cap on the number of European Union (EU) migrants.
