Eighteen-year-old Yasser Kaabneh is in critical condition after he was shot in the chest by Israeli forces Friday.
Kaabneh was tending his sheep north of Tubas in the Jordan Valley when he was shot. The area is regularly used by the Israeli army for training.
Israeli courts usually reject complaints from Palestinians who fall victim to random shootings in the region.
The West Bank has been dotted with Israeli-built dividing walls and checkpoints that severely restrict Palestinian access to different parts or completely close off a percent ageof the territory.
Many Israeli killings of the Palestinians are also justified by the claim that the victims had defied strict surveillance measures.
