San Francisco police shoot handcuffed man?

Officers with the San Francisco Police Department in Northern California shot a man believed to have a knife this morning, but eyewitnesses report that the victim was in handcuffs while the authorities opened fire. RT can’t confirm the authenticity of the video and comments made by the witness interviewed at this time.
