At a video conference for the inauguration of 30 development projects, conducted by the government and the Military Engineering Authority (MEA) at Badr City in north eastern Cairo Governorate, Sisi said that the re-construction, which is expected to take up to two years, can begin when the residents evacuate their current houses.  Some residents have been reluctant to evacuate as they are not sure if enough housing units will be provided.

The Ministry of Housing and the Armed Engineering Authority are responsible for putting an end to the phenomena of endangered places and slums, Sisi said.

The Minister of Housing Mostafa Madbouly announced at the conference that Egypt has 350 endangered slums nationwide, which houses more than 850,000 Egyptian nationals, and that 14 billion EGP is needed to fund the construction of housing units.

In December 2015, Cairo Governor Jalal Said said that there was an initiative to build new housing units for the slums inhabitants in the governorate within two to three years. Meanwhile, the government announced in January that the infrastructure of three unplanned slums in Qalyubia, north of Cairo will be upgraded.
