Two border towns have been the scene of a battle between the Fundamentalist Church of Jesus Christ of Latter-Day Saints (FLDS) and non-believing residents who say their basic constitutional right to water was violated by the FLDS.

Hildale, Utah and Colorado City, Arizona are both controlled by members of the FLDS through land leasing. While the cities operate as independent municipalities, the land they occupy is owned by the United Effort Plan Trust, a division of the FLDS.

According to the Department of Justice (DoJ), both Hildale and Colorado City are ultimately controlled by Warrnn Jeffs, a leader of the FLDS and convicted child molester. The seedy underbelly of the FLDS was exposed because of the arrest of 11 residents suspected of committing food stamp fraud in both border towns.

The 10,000 member FLDS decided to discriminate against non-believers by refusing them access to water services, and denying building permits; as well as shockingly lagged police response times when called for emergencies.

All new arrivals who were not members of the FLDS were followed and spied on via cameras and lookout posts. Their movements was relayed across 30 radios.

The attorneys for the FLDS argued in court about a conspiracy against their clients. They claimed that the US government was bringing this case because they wanted to finally get rid of their religious order.

District Judge H. Russel Holland was tasked with deciding what should be done to amend the violations. This includes the entire town’s governmental infrastructure which could end up under the oversight and management of the federal government.

The district court jury found the 2 border towns guilty. They decided that because of a pattern of discrimination against non-believers.
