Back in late 2010, the Army Corps of Engineers inadvertently posted information about Northcom’s CONPLAN 3502, included within information about a FEMA-simulated earthquake drill called National Level Exercise 2011.
Operation Garden Plot was established under the cover of race riots in the 1960s.
The documents reveal how a secret Pentagon Civil Disturbance Operations plan calls for military-operated detention and search operations within the United States. It is mentioned in a Defense Support of Civil Authorities (DSCA) Handbook that was prepared by the Army’s Joint Test and Evaluation Command. It was also mentioned by General Victor E. Renuart, Northcom commander, in testimony before the House Armed Services Committee’s subcommittee on Terrorism and Unconventional Threats and Capabilities on March 5, 2008.

CONPLAN 3502 surfaced again this week as the Brits scrambled to confront riots sweeping their country.
“With British Prime Minister David Cameron authorizing the use of rubber bullets and water canons in wake of the turbulent London riots spreading through Britain, questions have been raised about how authorities in the U.S. would respond to a similar domestic disturbance threatening the nation’s stability,” writes John Hudson for the Atlantic Wire.
According to National Journal‘s White House correspondent Marc Ambinder the U.S. already has a game plan in place. “If what happened in London ever happened in the US, the military has plans — CONPLAN 3501 and 3502 — to suppress the ‘insurrection,’ he tweeted. The mysterious reference to a numbered military plan generated a flurry of interest on Twitter as NPR host Michele Norris shot back: “I want to know more about the military’s plan to suppress any potential ‘insurrection.’– CONPLAN 3501 and 3502????”

Interestingly, the CONPLAN (which stands for an “operation plan in concept format” at the Pentagon) Ambinder referenced is a popular subject among conspiracy theorists and critics of martial law. According to the public policy organization GlobalSecurity.org, CONPLAN 3502 is the U.S. military’s plan for assisting state and local authorities in the event of a riot or major civil disturbance: “Tasks performed by military forces may include joint patrolling with law enforcement officers; securing key buildings, memorials, intersections and bridges; and acting as a quick reaction force.”

The Brits may be scratching their heads, but the feds over here in the states have had plans in place for decades to deal with civil unrest. Following the riots of the 1960s, the U.S. Army and National Guard devised Operation Garden Plot. Infowars.com reported the posting of several declassified documents detailing on Operation Garden Plot back in 2009.
Garden Plot still exists and is now under the operational command of Northcom. It was last activated during the attacks of September 11, 2001, and also became operational during the 1992 Los Angeles riots.
Annex A, section B of Operation Garden Plot defines tax protesters, militia groups, religious cults, and anti-government activists as “Disruptive Elements.”
Garden Plot is a sub program of Rex 84, short for Readiness Exercise 1984, that established an undisclosed number of concentration camps in America for the internment of dissidents and other elements considered enemies of the state. It was first revealed during the Iran-Contra Hearings in 1987, and subsequently reported upon by the Miami Herald on July 5, 1987, so it is not a conspiracy theory.
Now that the riots in Britain seem to be subsiding, the truth deniers at NPR and elsewhere in the corporate media can go back to sleep or turn to more important things, such as the ridiculous “Dougherty Gang” or the supposed debt deal that isn’t a debt deal.
Come the economic riots in America, they will once again be talking about CONPLAN 3502 and will be asking questions about Operation Garden Plot, REX 84, and any number of other operational martial law plans waiting to be activated.

I would be more concerned if the government did NOT have plans to suppress potential insurrections, or implement martial law. Having no such plans would strongly evidence ineptitude of government (not that they haven’t already shown ineptitude).
The basic function of government requires such plans, in the case of natural disasters, insurrections, foreign invasions, etc.
What I find to be a bit more newsworthy is how the British youth have tucked their tails and cowered before their masters with the mere hint of police using RUBBER bullets and WATER cannons. Somebody, pour those folks a shot of courage.

This is an excellent article. I have been writing on this topic since 1995, posting the Garden Plot documents and being labeled a conspiracy theorist for my efforts.
According to scholar Diana Reynolds: The Rex-84 Alpha Explan (Readiness Exercise 1984, Exercise Plan; otherwise known as a continuity of government plan), indicates that FEMA in association with 34 other federal civil departments and agencies conducted a civil readiness exercise during April 5-13, 1984. It was conducted in coordination and simultaneously with a Joint Chiefs exercise, Night Train 84, a worldwide military command post exercise (including Continental U.S. Forces or CONUS) based on multi-emergency scenarios operating both abroad and at home. In the combined exercise, Rex-84 Bravo, FEMA and DOD led the other federal agencies and departments, including the Central Intelligence Agency, the Secret Service, the Treasury, the Federal Bureau of Investigation, and the Veterans Administration through a gaming exercise to test military assistance in civil defense. The exercise anticipated civil disturbances, major demonstrations and strikes that would affect continuity of government and/or resource mobilization. To fight subversive activities, there was authorization for the military to implement government ordered movements of civilian populations at state and regional levels, the arrest of certain unidentified segments of the population, and the imposition of martial rule.
Night Train 84 also tested military readiness to round up and detain citizens in case of massive civil unrest. Unlike Garden Plot, Night Train 84 is not about “aiding civilian authority” — it is about suspending civilian authority and establishing complete martial rule.
Existence of a master military contingency plan, “Garden Plot” and a similar earlier exercise, “Lantern Spike” were originally revealed by journalist Ron Ridenhour, who summarized his findings in “Garden Plot and the New Action Army.”

If it was a setup of some kind, then some things would seem clear!.
First of all, the police were told to hold back and observe, this giving them a good opportunity to see what happens in this kind of situation and what the public would do in the streets, readying them should this happen again in the future!.

I don’t think being realistic about the current state of things is racist at all. It is a fact that when blacks get together in large groups they cannot resist acting like animals. Call me what you like but it is the truth. I agree with you Sarah, “my people” is anyone who is a decent person but that doesn’t mean I’m going to overlook the reality that is very evident. I come from one of the worse cities in this country and if you’re white there are places you cannot go or you’ll be murdered if they can get away with it. The same isn’t true when the situation is reversed. White people don’t gang black people when they walk through our neighborhoods. We don’t shout racial slurs or throw bottles at them like they do to us.
It would be nice to live in a world without hate or racial tensions but I’m a realist and I know what happens when “they” get together and start blaming everything on the white man. Actually it’s the Militia of the States that are held responsible for the defense of the country. It’s Congress that can declare a state of war against a foreign invader and it’s our military that will meet the enemy on their land and kill them.
The Militia act of 1792 is still in effect. The Federal government wants us to believe that Militia members (every able bodied citizen, with few exceptions) are domestic terrorists and should be hunted out and killed or imprisoned.
The Militia Act of 1792, if written today, requires every adult citizen of the USA to own an AR-15 and sufficient ammo. It is the duty of the Militia to keep the Federal government from getting out of hand. Clearly the Militia has failed.
I agree and I’ll take it one step further, it is our personal duty to protect ourselves. It’s an added benefit when like-minded people come together to watch each other’s backs. What surprises me (not really, just a figure of speech) is that so few Americans, especially those who consider themselves “awake” fail to see the huge contradictions in our Constitution and our body of laws. I disagree. Most American with guns are responsible gun owners who show restraint. They use firearms to protect themselves, their families and their neighbors. I think the government realizes how the west was won. On the west coast kids played cowboys and indians. It was probably not a good idea to send 20,000 firearms to Mexico only to have them back in America. Children were raised on the west coast with Indian guides. People seem to forget their were proud Mexican cowboys as well.
The vast majority of American gun owners are responsible, a very slight minority are irresponsible (as is evident from some YouTube videos, probably sponsored by the tyranny-loving Liberal Marxists). Take a look at the stats and you’ll see what I mean. Guns save way more lives (in the hands of civilians) then they take. Criminals, real criminals, not just any “felon”, will always have access to weapons, whether it be a gun or a baseball bat. Guns are a sign of a civilized society, they are a terror to tyrants and bullies everywhere. Guns make the playing field level. A grandmother of 65 is now the equal of a 6′-2″ thug who wants to take her social security money. Like the old saying goes, God made man but Colt made men equal.
