Sen. Cruz Rewrites Space Bill For His Friends in Private Industry

The National Space Society (NSS) is calling on President Obama to sign the Commercial Space Launch Competitiveness Act (CSLCA) so that private corporations can facilitate the future of the US space program.

Dale Skran, executive vice president of NSS said: “The CSLCA is a large and important pro-space bill that contains some vitally important steps toward space development and settlement. NSS has been campaigning for the extension of the International Space Station, and NSS is delighted to see that the CSLCA formally extends the ISS to 2024.”

The CSLCA was partially crafted by presidential hopeful Senator Ted Cruz, who is the chairman of the Senate Subcommittee on Space, Science and Competiveness (SSC), combined forces with Congressman Lamar Smith, chair of the House Committee on Science, Space and Technology to join together through an amendment the bill originally authored by Congressman and Majority Leader Kevin McCarthy.

Through privatization, the amendment added by Cruz clarifies a “risk-sharing” approach to liability. Essentially, 3rd party insurers will be footed with the liability after the launch corporations consider their mandatory insurance policies and the federal government assesses their part.

Corporations that participate will not be held liable for tragedies or failures unless it can be shown that they were grossly negligent or committed an egregious act of lack of care.

Cruz made sure to provide that future astronauts would become sub-contractors of private companies for research purposes and that private spacecraft would be used as transports.

This paves the way for spacecraft manufacturers to enter the marketplace and gain massive support from domestic and international investors.

SpaceX, Blue Origin and other corporations are applauding this legislation because it will allow “the industry to grow, to test, and to develop without this overshadow of the regulatory hammer coming down on them.”

Virgin Galactic released a statement in support of Cruz amendment’s to the CSLCA and its highly anticipated approval of the president.

Virgin wrote: “This legislation provides provisions for government risk-sharing for launch companies and lays out a regulatory framework driven by public safety and industry development, among other language that will keep our industry progressive and competitive.”
