Turkey considers buying Russian S-400 air defense systems: Cavusoglu


nsnbc : Turkey’s Foreign Minister Mevlut Cavusoglu, on Friday, reportedly told the Turkish daily Milliyet that Ankara is negotiating about the delivery of S-400 long-range air-defense systems.

Cavosoglu noted that Ankara and Moscow had reached an agreement in principle, but that negotiations about the price and joint production issues continue. Miliyet quoted Cavusoglu as saying: “We are continuing the negotiations on all the issues related to the S-400, including joint production and the price. We have agreed in principle but I can’t say anything on technical issues”. He added that Turkey considers to buy these systems because it needs to strengthen its air defense capabilities.

Cavusogly commented on questions about the delivery of air defense systems from fellow-NATO members saying that Turkey “would like to buy them from NATO but they have not demonstrated movement in this direction.”

Turkey’s Defense Minister Fikri ISIK, for his part, said earlier that “the work on the S-400 has reached a final stage but this does not mean that an agreement will be signed tomorrow.”

In November 2016, against the backdrop of growing tensions between Turkey and the USA grew over the United States support of the predominantly Syrian – Kurdish (YPG) – led Syrian Democratic Forces, Turkey announced that it was negotiating about the S-400 systems with Russia.

In March 2017 amidst criticism from EU members and the OECD over “irregularities” in Turkey’s constitutional referendum and human rights violations, Sergei Chemezov, CEO of Russia’s state-controlled Rostec said that Ankara had expressed its desire to obtain a loan from Russia on buying armaments, including antiaircraft missile complexes of this type.

Already in February 2016 Chemezov confirmed that Turkey was showing interest in the S-400 air-defense systems and that the sides were talking about possible deliveries. The S-400 Triumf is the most advanced of Russia’s long-range anti-aircraft missile system that went into service in Russia in 2007.

The S-400 is designed to destroy aircraft, cruise and ballistic missiles, including medium-range missiles, and can also be used against ground objectives. The S-400 can engage targets at a distance of 400 km and at an altitude of up to 30 km.

It can operate together with the S-300 systems as well as the brand-new S-500 system that also will have a nuclear option, allowing to use an electromagnetic pulse – for the case that the system would be overwhelmed by a large amount of incoming threats plus electronic decoys meant to confuse the system.

That said, Turkey has since 2013 considered various options, including systems from NATO partners and from China. “Sudden news” and “announcements” about the procurement of Russian or Chinese systems are regularly featured in Turkish media in situations where there is disagreement between Washington, NATO, and Ankara.
