VICTORIA’S second most senior police officer was physically tailed in an unprecedented invasion of privacy by the Office of Police Integrity.


That surveillance and tracking of deputy commissioner Sir Ken Jones’s movements were in addition to the alleged bugging of his and his wife’s telephones.

A report tabled in State Parliament yesterday by Ombudsman George Brouwer also revealed:

THE OPI believes former police officer Tristan Weston should never have been appointed as an adviser to Police Minister Peter Ryan because it was an “irreconcilable conflict of interest”.

IT was Sir Ken who sparked the Ombudsman’s probe into alleged abuse of power by the OPI.

THE OPI began its probe into Sir Ken after it was alleged he was the likely source of a leak to the media about the state’s duty of care with regard to the death of underworld boss Carl Williams, the Department of Justice’s placement of Williams at Barwon Prison and Victoria Police’s management of homicide investigations.

THERE is to be a fresh probe by the Ombudsman into the conduct of police who pushed for the OPI investigation into Sir Ken, which is expected to include the actions of ex-chief commissioner Simon Overland.

FEDERAL laws prevented the Ombudsman from fully investigating whistleblower allegations that the OPI abused its telephone tapping powers during its probe into Sir Ken and Mr Weston.

Mr Weston has been on leave from his government job since the OPI gave Victoria Police a dossier of allegations against him. Sir Ken resigned from Victoria Police and is back in England.

Mr Ryan yesterday said the Ombudsman’s report examined only the process of the OPI’s investigation and did not touch on the merits of the complaints levelled against Sir Ken or those who made them.

He said the Ombudsman’s findings reinforced his view that there are not enough safeguards over the granting of phone tapping.

Despite Mr Weston being named in the report, Mr Ryan continued to not even acknowledge his adviser was under any sort of investigation or comment on the nature of his leave.

Yesterday’s Ombudsman’s report cleared the OPI of any conflict of interest or acting inappropriately in ordering the investigations of Sir Ken and Mr Weston.
