Mr Assad also faced rare criticism from Russia, his key ally on the United
Nations Security Council. Sergei Lavrov, the Russian foreign minister, told
his country’s parliament that Mr Assad had failed to reform with sufficient
speed.

“Regrettably, he hasn’t always followed our advice in his activities,”
said Mr Lavrov. “He has approved useful laws reviving the system and
making it more pluralistic. But it has been done after a long delay, and the
proposals about launching a dialogue also have been slow to come. Meanwhile,
the armed confrontation is expanding and its inertia may sweep and engulf
all.”

However, Mr Lavrov pledged that Russia would continue to oppose “foreign
interference” and warned of the consequences if Mr Assad were to fall.

He also confirmed that Russia continues to sell weapons to Syria, claiming
these arms were solely intended for “national defence” against
outside threats.

Speaking in Washington, President Barack Obama said that military intervention
in Syria would be premature and that “immediate steps” would be to
provide humanitarian aid.

Britain, America and France are trying to win Russian and Chinese approval for
a draft United Nations resolution on Syria. But no agreement has yet been
reached on key issues, notably whether the draft will condemn Mr Assad’s
forces for the violence, or hold the rebels equally responsible.

Mr Annan confirmed yesterday that he received a written response from the
Syrian regime to the peace proposals he made last weekend. However, the
envoy is understood to be disappointed by the reply. Last year, Syria
accepted an Arab League peace plan which included a pledge to withdraw the
army from cities.

Mr Annan is understood to have asked Mr Assad to keep this promise, but the
Syrian leader insisted the rebels must disarm and demobilise first. Western
diplomats see this as a delaying tactic.
