ST. PETERSBURG, FL – On July 12, 2011, as the City of St. Petersburg started Enforcement of its no sleeping or reclining on City Property Ordinance, it’s prudent planning of this event by Mayor Bill Foster; Rhonda Abbott, Manager of Veterans, Homeless and Social Services who along with her Marketing Department created this Give a Handup Not a Handout Poster ; Major Sharon Carron and Officer Rich Linkiewicz and numerous other Officers of the St. Petersburg Police Department downtown deployment team and many other City employees whose names I do not know; and Dr. Robert Marbut a Consultant on Homelessness the City hired, made the transition for its downtown homeless population a very smooth transition for entry into Pinellas County’s new Pinellas Safe Harbor (PSH) state of the art homeless shelter and other established homeless shelters in the area.
