‘Bahraini regime open to dialogue’

King Hamad said in a speech delivered on Tuesday the “doors to dialogue were, and remain, open.”

The Bahraini monarch stated the government has made “significant progress” in implementing reforms in the sectors of “security, judiciary, social policy and media” since February 2011.

“We want our people to feel and see the differences these changes have on their lives. The challenge of the coming months will be to translate these into tangible, cultural changes.”

King Hamad’s remarks come two days after another Bahraini protester died due to inhalation of tear gas fired by regime forces in an area north of the capital, Manama.

The main Bahraini opposition group, al-Wefaq, said 27-year-old Sabri Mahfud died during a demonstration near Manama on Sunday.

Saudi-backed Bahraini forces continue the violent crackdown on peaceful demonstrations across the country.

Mahfud was the second victim of the Manama regime’s brutality since March 17.

Last week, Bahraini opposition groups said the promised reforms were not enough and had made “no change on the ground.”

The Tuesday speech in Manama focused on a report on the government’s progress in implementing recommendations made by the Bahrain Independent Commission of Inquiry (BICI) established following a decree issued on July 1, 2011.

According to the BICI, Bahraini security forces “resorted to the use of unnecessary and excessive force, terror-inspiring behavior and unnecessary damage to property.”

The progress report said the Bahraini government agrees to implement a “new police code of conduct” and allows the Red Cross to inspect detention centers.

Earlier in March, Manama asked the United Nations investigator into torture to postpone a visit to Bahrain until July.

Bahraini demonstrators hold King Hamad bin Isa Al Khalifa responsible for the death of protesters during the popular uprising in the country that began in February 2011.
