Colombia and Ecuador to hold bi-national Cabinet meeting


nsnbc : Colombian President Juan Manuel Santos and his Ecuadorian counterpart President Lenin Moreno will chair the 6th Bi-national Cabinet tomorrow in Pereira, capital city of the Colombian department of Risaralda.

The bi-national Cabinet meeting aims to discuss bilateral relations, joint initiatives, as well as challenges and disagreements in the two countries’ respective politics and policies. The meeting will be attended by 15 ministries and national authorities of Colombia and 23 ministries and national secretariats of Ecuador, as well as more than 30 national institutions from the two countries.

During the meeting, the foreign ministries from Colombia and Ecuador are expected to sign the Memorandum of Understanding for the Administration of the Bi-national Fund. Such a memorandum will allow the implementation of infrastructure projects and connection, as well as economic, environmental, social and cultural issues.

The 3+2 mechanism, made up of Foreign Minister Maria Angela Holguin and Defense Minister Luis Carlos Villegas, representing Colombia, will hold a previous meeting to the Bi-national Cabinet. The 3+2 mechanism will be also attended by Minister of Foreign Affairs and Human Mobility Maria Fernanda Espinosa, minister of Defense Patricio Zambrano and minister of Interior Cesar Navas Vera, from Ecuador.

The 3+2 mechanism was created in January 2017 seeking to monitor the peace process, particularly issues related to security on the shared border. The previous Bi-national Cabinet took place in February in Guayaquil, Ecuador. The mechanism was established, among others, against the backdrop of the start of peace talks between the Colombian government and Colombia’s National Liberation Army (ELN).

Ecuador hosts the peace talks and is one of the guarantor nations for the talks. Peace talks have come to a standstill. Many would say the hiatus is caused by the ongoing election campaign in Colombia. Sources close to the ELN informed nsnbc international that the ELN and modalities for the resumption of peace talks will be discussed on the sidelines of the bi-national Cabinet meeting.
