Guilty plea due in $20 million Army Corps fraud

WASHINGTON (AP) — A former executive is scheduled to plead guilty in a $20 million scheme to cheat the U.S. Army Corps of Engineers with inflated contracts.

Harold F. Babb was due to enter the plea in Washington’s federal court on Tuesday to charges of bribery and unlawful kickbacks.

Babb and three other men were indicted in October in a scheme to submit fraudulent and inflated invoices for government contracting work. Two of the men were employees of the Army Corps.

Prosecutors say the proceeds of the $20 million fraud were spent on personal luxuries, including cars, homes and high-end watches.

Babb was director of contracts for a company that did business with the government.
