Paris Shooting Linked to ISIS, or to PSY-SIS?

nsnbc : The 39-year-old French citizen Karim Cheurfi has been identified as the gunmen who injured two and killed one police officer in Paris three days ago. ISIS claims about an al-Belgiki could not be verified, and there is no evidence to conclusively link Cheurfi, who was known for his aversion against police and for having psychological problems to the Islamic State. Reports disseminated by Reuters, stating he was registered in the French terrorism database turned out to be false too.

Paris_France_Apr 2017_Karim CheurfiThe self-proclaimed Islamic State (a.k.a. ISIS, ISIL, Daesh, etc..) claimed responsibility for the incident two hours after the shooting on Paris’s Champs-Élysées avenue. The Islamic State (ISIS, ISIL, Daesh) news outlet Amaq published an article stating the attacker was “one of the Islamic State’s fighters”. The statement in Amaq identified the alleged attacker as Abu Yussef al-Belgiki, a “nom de guerre” that would suggest the person could be Belgian. Belgian authorities including the Justice Ministry stressed that they have no idea who this al-Belgiki is.

French authorities identified the gunman who was killed in the incident as the 39-year-old Karim Cheurfi who lived in the suburbs of Paris and was known to French authorities. Reports about an alleged second perpetrator could not be substantiated.

Sloppy Journalism – Rumors had spread on Twitter Thursday night that a Belgian man named Youssouf el Osri, who was wanted by Belgian authorities, had travelled on a Thalys train to Paris. Some Twitter users implied that he was linked to the Champs-Élysées attack. Was this the “Yussef the Belgian” that the IS group later referred to? It would not be the first time that the ISIS outlet Amaq picks up a story in social media and runs with it. The Belgian public prosecutor said that on Thursday evening el Osri had been in Belgium, not in Paris, and “ruled out” any link between him and the Champs-Élysées attack.

Karim Cheurfi’s links to ISIS or radicalized Islam are also questionable and far from established. Cheurfi comes from Seine-Saint-Denis, to the northeast of Paris, and last lived in Chelles, a suburb 18 kilometres east of Paris. Cheurfi spent 14 years in prison on three counts of attempted murder, including of police officers, but didn’t show any signs of radicalization or proselytising, stated Paris Prosecutor François Molins. But Amaq is not the only one to “pick up a good story and to run with it”.  Thursday night the Reuters news agency falsely reported that Cheurfi was listed on the Fiche S list of those who are being monitored by security services.

The neighbors of Cheurfi (who won’t have a day in court) stated that he nourished hatred of police and that he was suffering psychologically. French anti-terrorism investigators allegedly knew as early as the beginning of 2016 that Cheurfi was trying to buy weapons, and that he wanted to kill police in revenge for children killed in Syria. That said Cheurfi’s name was not listed on the list of some 15,000 allegedly radicalized people kept by France’s domestic intelligence agency DGSI. One plausible reason why Cheurfi was not on the list would be that he was not considered a risk, a person who nourished hatred to police, had psycho-social problems, who may have been known for idealizing radical Islam without it being considered probable that he was competent to act out his fantasies.

Actionable Evidence Withheld from the Public – The only other link between Cheurfi and Daesh is a handwritten note praising Daesh. The note was allegedly found on his body after he was fatally shot by police. Three men close to Cheurfi who are currently being held by police for questioning may provide more answers. One of the men met Cheurfi in prison and has an extensive criminal record. The most important lead in this case could be the weapon Cheurfi used. Firearms are everything but “an anonymous thing”.

Relevant questions would be: What is the exact make and model; What is the serial number; When and where was the weapon last registered within a legal context or otherwise; How did the weapon end up in the hands of Cheurfi; Would any persons who may have been involved in providing Cheurfi with the firearm have links to terrorist organizations and/or intelligence – security services? …. Publishing these data could help journalists bring journalism back from the brink of being a spectator sport and facilitate actual investigations.

The polling stations for the 2017 presidential elections in France opened Sunday morning, and by noon everything was peaceful and “uneventful”.  Recent surveys have shown that the citizens of France are not easily spooked by alleged or real terrorist attacks – and that the risk of becoming a victim, despite all media mania, is smaller than the risk of having a housekeeping accident. Surveys show clearly that voters are more concerned about their spending power, the economy and unemployment than about terrorism.
