The theater in Syria’s Deir Ez-Zor province is extremely complex. Some analysts would describe it as part of a new frontline in a conflict that involves the Syrian government in Damascus, Syrian, Iraqi and Iranian Kurds, Iraq, Iran, Turkey, as well as permanent UN Security Council members Russia and the United States. The General Command of the U.S.-backed Syrian Democratic Forces responded to the reported incident with a press release stating:

Our forces are making advances and rescuing our people east of the Euphrates River in the framework of the Operation Cizire Storm. The Russian and regime forces have carried out an unfortunate attack on our forces at Koniko gas company, Ezba station and Nesic Factory. Aerial bombardments and artillery attacks left some of our fighters martyred and some others wounded. … As our advance is taking place in coordination with the International Coalition, we do not want to engage in another war and put out the strength we are supposed to use against terror and terrorists. … We condemn the hostile attacks of Russia and their partners that serve for the terrorists and target the fight against terror. We emphasize that we will not stay silent and we will use our right to legitimate defense and retaliate. … We urge Russia to give up its hostile approach towards our people and their heroic forces. SDF General CommandSeptember 25, 2017.

In another press statement about the incident, Operation Cizire Storm Spokeswoman Lîlwa Ebdullah recalled that SDF and Deir ez-Zor Military Council fighters are advancing against terror groups in the Operation Cizire Storm to liberate the Cizire Region land east of the Euphrates river that remains under ISIS occupation. Ebdullah said this was the second time that Russian forces carried out an attack on SDF forces on the front lines, by doing which “Russia has trampled on the people’s whole desire and hope to be freed from terror”.

Lîlwa Ebdullah pointed out that Russian jets are operating according to the interests of the Syrian regime and harming the SDF forces, as the latest aggression resulted in the death of one SDF fighter and injury of two others, while also damaging the substructure of the gas center in the bombarded area. Operation Cizire Storm Spokesperson underlined that; “Russia’s attacks on our forces do only serve the terror groups and hamper our activities against them. We have the right to legitimate defense and will never stay silent on attacks targeting our forces.” Lîlwa Ebdullah urged Russia to change its approach toward the military forces and demands of the region’s peoples. Lîlwa Ebdullah had been appointed Spokesperson for Operation Cizire Storm on September 9.

In related news that may explain part of the complexity of the theater in Deir Ez-Zor and the region, the Kurdistan Autonomous Region of Iraq held an independence referendum on September 25, the day of the incident. Russia welcomed the referendum. The USA and EU called it untimely. Turkey, the federal government of Iraq in Baghdad, Shia Hashd al-Shaabi leaders, Turkey, Iran, as well as the Syrian government in Damascus rejected the referendum as illegal, invalid and as a provocation that can cause armed conflict.

On the other hand, Hadiye Yusuf, the co-chair of the mainly Kurdish founding council in Northern Syria or Rojava, has said on September 25  that the Simalke border crossing with the Kurdistan Region and other such crosses will remain open.  She said on Sunday the Kurdistan Region can depend on Rojava if it was attacked or a blockade imposed.

Yusuf added that “the Turkish policy will fail,” making reference to threats from Kurdistan’s northern neighbor that threatened with sanctions if referendum held. The Rojava administration held its first local elections on Friday they announced a confederal system in Syria.  Turkey opposes the Rojava self-administration as it considers the Kurdish fighters there to be allied to the Kurdistan Worker’s Party (PKK), a banned organization in Turkey. Rojava denies the accusations.
