Afghanistan ‘risks turning into civil war’

A Government review of the war in Afghanistan will warn that there is a risk of a civil war or a Taliban takeover in their former strongholds when Nato’s major combat forces depart at the end of 2014.

The report commissioned by David Cameron will also say that the Pashtun belt across the Afghanistan-Pakistan border could develop into a de facto autonomous region that could remain a security risk to the West for years to come.

British officials have stressed that such forecasts offer the worst case scenario, but even the most positive outlook only sees a fragile Kabul government under threat from pockets of violent resistance.

Friday’s 10th anniversary of the invasion that toppled the Taliban regime in the wake of the September 11 attacks has been marked by pessimism and regret from senior figures in Afghanistan and Washington.
