Albuquerque police accused of brutality

The US Justice Department has accused the Albuquerque Police Department of a “pattern or practice of use of excessive force” against citizens. 

Since 2010, police officers in Albuquerque have responded to 37 threats with bullets, killing 23 people and wounding 14 others, The New York Times reported on Thursday.
 
The Justice Department said the use of excessive force routinely violated people’s constitutional rights. It said police officers, in many cases, kicked, punched and violently restrained nonthreatening people.

According to the report, many of the victims suffered from mental illnesses, and some were disabled, elderly or drunk, the 16-month investigation concluded.

“What we found was a pattern or practice of systemic deficiencies that have pervaded the Albuquerque Police Department for many years,” Jocelyn Samuels, acting assistant attorney general for the department’s civil rights division, said at a news conference here on Thursday.

She said the Albuquerque police suffered from “inadequate oversight, inadequate investigation of incidents of force, inadequate training of officers to ensure they understand what is permissible or not.” As a result, the Police Department had engaged “in a pattern or practice of violating residents’ Fourth Amendment rights” and of using deadly force “in an unconstitutional manner,” she added.

Police brutality has been a matter of concern across the United Sates in recent years.

According to the Times, police departments in other cities have been targets of similar investigations, also in the wake of accusations of bias, brutality and other types of misconduct.

Federal investigators are currently examining police behavior in Seattle, Portland, Ore., and New Orleans, the report said.
