Burmese elections postponed in Kachin

State television announced that “because of security reasons there are no
conditions to hold free and fair elections”, and so the polls in these
regions have been delayed from their original date of April 1.

The elections are a crucial measure of liberalising reforms the government has
been steadily introducing since 2010. Aung San Suu Kyi, the leader of the
National League for Democracy, is standing as a candidate for the first time
since her release from house arrest in 2010, and her party is contesting
nearly every single one of the 48 seats where polls are to be held.

The EU, US, China and the Association of Southeast Asian Nations (ASEAN)

have all been approached to monitor the elections and gauge their fairness.

However, the NLD has cited concerns about the authenticity of a threat to “security”
during polls in the Kachin constituencies.

Nyan Win, an NLD campaign manager, told AFP that he had visited Kachin and not
observed any violence that may threaten polls.

“I even went to villages there. There was no security problem. I think
the government gave security as a reason. I don’t know whether it’s true,”
he said.

With only days remaining before the voting, the NLD also says there are
thousands of dead people who are still on Burma’s electoral register.

The party has claimed that NLD candidates have been harassed, including the
ruling Union Solidarity and Development Party (USDP) setting fire to a
haystack near where an NLD member was campaigning.

“The NLD thinks that these kind of incidents can impact on whether the
elections are free and fair,” a party statement said.

But contradictory reports have also surfaced: “The fighting is still
happening in some areas in Kachin state almost every day,” said Yup Zaw
Hkaung, a Kachin businessman who acts as a mediator between the government
and rebels.
