Chicago Considers City Income Tax, Lake Shore Drive Tolls

As Mayor Rahm Emanuel prepares to present his first budget next month, Chicago Inspector General Joseph Ferguson is tossing out dozens of ways to raise more money and cut the size of city government.

Many of them are politically poisonous: a city income tax, tolls on Lake Shore Drive, higher ambulance fees. Others could conceivably gain traction: making garbage pickup more efficient, cutting layers of management and making all city employees work 40 hours a week.

Each of the 63 ideas, Ferguson says, is pointed toward highlighting the desperate plight of city finances in the coming years and the need for action to head off a financial meltdown.

  1. As a Land Surveyor, I watched one form of this occur here in UNafornia. At CalTrans we hired out Private Co.s to design build several toll roads to make previously unaccessable land = much of the orignial Irvine Ranch serviceable to build thousands of more ‘ant farms’ (this level gave the contracts to major political contributors)..then after the roads were built..they exerienced several major safety functionsl design poor building events, which the UNafornia taxpayers came in with their Survey Design squads fixed @ taxpayer expense. And ‘from what I understood’ there before retiring..the toll booths were owned tolls collected pocketed by Corporations that no doubt made ‘the right’ politicla contributions. All the time the taxpayers shouldered all the maintenance constant repair costs. I’m pretty sure this scene is repeated ad-nauseum throughout the country.. All I know I watched, worked on personally and saw this happen here in UNafornia.

  2. I don’t ever care to visit that corrupt city. There should be mass exodus. Then no one will be left to pay their taxes and they will go bust!

  3. Chicagoans are all IMFs. I outta know, I live in Wisconsin. They come up to our state and dump their garbage up here!

    • When we visited the Dells this summer, we got to be very wary around anybody driving with illinois license plates. It’s really scary to watch in a town of only 2,000, for people to drive around like they’re in the middle of rush hour traffic in a big city.

I know plenty of people who live just outside of Chicago and they have cash to spend, however, knowing their parents and their midwestern “save as much as you can no matter how much you make”, those people will just refuse to pay the tolls and go elsewhere. Cash strapped persons need not bother to drive on roads their tax dollars paid for. Does that make sense? Can you say rip off?

    • Drive on the toll road, don’t pay the tolls, and when you are stopped, FILE CRIMINAL CHARGES against the scumbag that is FRAUDULENTLY giving you a ticket for a violation of a TRANSPORTATION regulation when you are in no way engaged in TRANSPORTATION.

      For example;
      It is illegal for the operator/driver of a motor vehicle to exceed the speed limit of a posted speed sign.

      However, if you are not a driver, if your car is not a motor vehicle, and if the speed limit signs CLEARLY doesn’t apply to you, are you in violation of this regulation?

      Driver – person at the controls of a vehicle.
      Operator – person at the controls of a motor vehicle
      Motor Vehicle – A vehicle with a motor
      Vehicle – a conveyance used for the TRANSPORTATION of persons and property for HIRE or COMPENSATION
      Transportation – carrying of people or property for hire or compensation in a place called, “this state.”
      Speed Limit Sign – Sec. 201.904. SPEED SIGNS. The department shall erect and maintain on the highways and roads of this state appropriate signs that show the maximum lawful speed for commercial motor vehicles, truck tractors, truck trailers, truck semitrailers, and motor vehicles engaged in the business of transporting passengers for compensation or hire (buses).

      Read the law, tolls apply to MOTOR VEHICLES and to the OPERATORS and DRIVERS of those VEHICLES. They do NOT apply to you!

      • Very interesting and thanks for the info. What I meant is that they would simply avoid driving on the toll roads.

  5. The roads are paid for by our tax money why in hell are we the people allowing tolls to be placed on our roads? Is it we are toooo dumb and lazy not to kick some butt over toll roads where ever they exist?
    Must be no one seems to care if govt does whatever its wants.

    • Note if one is in commerce they and they only should have to pay a toll not the traveler.
      But that won’t be the case because we the people are dumb to our rights.
