THE “games” behind the current cabinet reshuffle show Prime Minister Julia Gillard is not in control of her cabinet, the opposition says.

“I have never seen a prime minister that has had less control over the reshuffle than what we have heard over the last few days,” shadow treasurer Joe Hockey told Network Seven on Friday.

“It’s already about retribution because Julia Gillard wanted to appoint Bob Carr into the foreign affairs portfolio.”

But he said she was unable to appoint the former NSW premier because she “owed” Defence Minister Stephen Smith the posting after he stepped aside for Kevin Rudd following the 2010 election.

“It’s just games.”

Ms Gillard is expected to unveil her third ministerial reshuffle in 18 months on Friday.

There is speculation Human Services Minister Brendan O’Connor could be elevated to cabinet to fill the vacancy left by Mr Rudd who moved to the backbench following his failed leadership bid.

Meanwhile, Mr Smith is being tipped to return to the foreign affairs job.

Environment Minister Tony Burke hit back at the claims, saying Mr Carr had made it clear that the prime minister didn’t offer him the post.

“Bob Carr said he didn’t want to take the Senate spot.”

Mr Burke said he would not know the outcome of the reshuffle until it was announced.

“The first rule of the reshuffle is that until it’s announced you don’t know where things are going to end up,” he told Network Seven.

He said it was probably true to say that he was not in the “naughty corner” after publicly expressing his support of Ms Gillard during this week’s leadership ballot, and hoped he would be able to hold on to his current portfolio.
