Greens want Labor to pay for elections

The Greens want the Labor Party to pay for by-elections in seats held by Premier Mike Rann and former treasurer Kevin Foley when they quit politics.

Greens MP Mark Parnell will introduce a bill to state parliament to force political parties to pay for the cost of MPs retiring early.

Mr Foley on Monday announced he would step down as police minister on October 20 and is likely to quit politics by Christmas.

Mr Rann is standing down as premier on October 20 and is expected to leave the parliament early in the new year.

That will force by-elections in Mr Foley’s seat of Port Adelaide and in Mr Rann’s seat of Ramsay.

They will likely be held at the same time, with Mr Parnell estimating the cost to taxpayers at about $400,000.

He said the two MPs had been elected in good faith just 18 months ago for a four-year term.

“Electorates are not owned by political parties, they are owned by the people,” he said.

“Being tired, or wanting a new career are not good enough reasons to force an enormously expensive and unnecessary election re-run.

“If somebody has stood for parliament promising to stay for a full term, and they decide they want to leave for no good reason, then taxpayers shouldn’t have to pick up the tab to find their replacement.”

Mr Parnell’s bill would require a political party to pay the cost of any by-election when one of their sitting members retired before their term was up.

It would allow legitimate exceptions, such as death, major illness or significant family carer responsibilities.

If a party refused to pay the costs, it would not be eligible to field a candidate in the by-election.
