Kerry lectures Egypt on ‘free press, rule of law and due process in a democracy’

CAIRO — The United States has pledged to deliver 10 advanced attack helicopters to Egypt.

“The Apaches will come, and they’ll come very very soon,” U.S. Secretary
of State John Kerry said on June 22.

“I emphasized our strong support for upholding the universal rights and
freedoms of all Egyptians including freedom of expression, peaceful assembly
and association,” Kerry told a news conference. “We also discussed the
essential role of a vibrant civil society, free press, rule of law and due
process in a democracy.”

Officials said the administration of President Barack Obama was overcoming opposition by Congress to the delivery of AH-64 helicopters to the Egyptian Air Force. They said the first Apaches could arrive in Egypt by early July.

In May 2014, the administration announced plans to deliver the Apaches
to Egypt. The administration, after a suspension of nearly a year, said the
helicopters were required for Egypt’s war against Al Qaida in the Sinai
Peninsula.

But over the last month, Congress has blocked delivery of helicopters.
Opponents cited Egypt’s continued crackdown on the ousted Muslim
Brotherhood.

In early June, Washington relayed $572 million in U.S. military aid to
Egypt, allocated for fiscal 2014. The release marked the first of $1.5
billion in U.S. military and civilian aid to Egypt, frozen by the
administration since October 2013 in wake of the military coup against
then-President Mohammed Morsi. On June 8, Abdul Fatah Sisi, the general who
overthrew Morsi, was sworn in as Egypt’s latest president.

 

Kerry said the administration persuaded the House to release U.S.
military aid to Egypt. The secretary said the Senate, a panel of which voted
to slash $300 million in aid on June 19, was now examining the same measure.
