Kofi Annan warns of ‘full civil war’ in Syria

“We may well conclude, down the line, that it doesn’t work, and different
tack has to be taken, and that will be a very sad day and a tough day for
the region.”

A UN-backed ceasefire was announced for April 12 as part of Mr Annan’s
six-point peace plan, along with the deployment of an unarmed UN observer
force of up to 300 monitors. While there was an initial reduction in
violence and UN observers have been gradually deploying, a full ceasefire
has yet to take hold.
