Dr. Peter Tibber was transferred from his post in Sudan where he served as Ambassador for three years. Tibber is, in other words, not a stranger to working in a country that is troubled by civil war and conflict. The senior diplomat has also served the British government in France, Turkey, Mexico, Germany and Pakistan.

Ambassador Dr. Tibber has been chosen for the post in Colombia as the Colombian government and the Revolutionary Armed Forces of Colombia – Peoples’ Army (FARC-EP) plan to sign a final peace agreement this year. The government and the country’s second-largest leftist guerrilla, the ELN have also begun negotiations.

A cease-fire between the government and the FARC-EP has been implemented on January 1, 2016 and largely held. Both the government and the FARC-EP agree that the primary threat to security now emerges from right-wing neo-paramilitaries such as Los Urabenos and from drug cartels. The United States has a track-record of covert cooperation with right-wing paramilitaries in Colombia.

The government of the United Kingdom has officially voiced its support for the peace between the government and the FARC-EP. Earlier this month both a government and a FARC representative spoke to members of the European Parliament, asking for having the FARC-EP removed from the EU’s terror list. Part of the peace agreement is the decommissioning of the FARC-EP’s weapons and the transformation of the guerrilla into a political organization.

British – Colombian trade relations have been in decline, with disproportionately greater impact on Colombia. The Latin American country’s exports to the United Kingdom dropped by 45% between November 2014 and November 2015. The United Kingdom’s exports to Colombia dropped by 9.1%. Tibber is expected to serve the UK in Colombia for three years.
