The blast, which happened on Sunday, aimed to target the holy shrine of Imam Ali (PBUH).
“The terrorists tried to put the car near the shrine, but security measures prevented them from getting there, so they blew it up in the old city,” provincial police chief Major General Abdulkarim al-Amiri said.
The revered Imam Ali shrine attracts hundreds of thousands of Shia Muslims from Iraq, Iran, and other countries every year.
Only in June, at least 200 people were killed across Iraq, with June 13 marking the deadliest day of the month when a series of attacks by al-Qaeda terrorists killed over 70 people throughout the country.
Violence has increased in Iraq since December 2011 when an arrest warrant was issued for fugitive Vice President Tariq al-Hashemi, who has been charged with running a death squad targeting Iraqi officials and Shia Muslims.
