Mozambican President Felipe Nyusi spoke at the opening of the 16th Coordinating Council of the Ministry of National Defense at the outskirts of the capital Maputo. Nyusi has served as Defense Minister under former President Armando Guebuza. Opening the four-day-long conference, Nyusi said:

“The defense sector should be aware of the political and security developments – national, regional and international. To this end, they must continue to invest in training, restructuring and equipping the office responsible for processing information.”

Nyusi stressed that the defense sector needs to take preventative measures in the face of both current and emerging threats. Among the threats mentioned by Nyusi were internal security threats as well as piracy and the need to secure Mozambique’s maritime area. He said:

“Mozambique must be free of piracy, illegal fishing, pollution and other crimes that occur at sea and in inland waters.”

Nyusi also noted the need to improve intelligence gathering and intelligence analysis methods and coordination of the application of intelligence by the government and the armed forces.

Mozambique is expected to become the world’s second-largest exporter of liquefied natural gas by 2020. The vast majority of the country’s gas fields are offshore. The fact has already led to political posturing by gas exporter Qatar, using Qatar’s State TV channel Al-Jazeera.

Egypt’s expansion of the Suez Canal is also making Mozambican liquefied natural gas more attractive for export to Mediterranean countries, including EU member States.

Nyusi did not particularly mention Renamo fighters, which the Mozambican government encourages to join the country’s armed forces or to make use of offers that support their reintegration into civil society.

The Mozambican President also noted that the armed forces of Mozambique should prepare for an increased role with regard to the military in humanitarian missions under the aegis of multilateral bodies such as the Development Community of Southern Africa, (SADC), the African Union (AU), as well as the United Nations (UN). Nyusi especially addressed the need for increased preparedness with regard to the military’s capacity to respond to natural disasters, saying:

“We want to leave an alert to the preparation for the coming season, which has cyclically brought natural disasters such as drought, rain, cyclones, even earthquakes.”

The four-day-long session of the Defense Ministry’s Coordinating Council lasts until October 31 under the motto “giving priority to training, steadfast in the consolidation of national unity, peace and security”.
