PM denies media gag aimed at Rudd

JULIA GILLARD has defended her office’s personal oversight of ministers’ contacts with newspaper editors by saying the government co-ordinates the explanation of its message.

In a move some colleagues see as directed against Kevin Rudd, Ms Gillard has told her frontbench her office must approve all ”sit-downs” with newspaper editorial staff. Mr Rudd is frequently doing the rounds of newspaper editors.

The directive, delivered in cabinet on January 30, was followed by a memo to chiefs of staff the next day. Headed ”Further to yesterday’s cabinet meeting”, the note said Ms Gillard had at the meeting ”discussed the media protocols that apply to all members of the executive.

”Those protocols require ministerial offices contact the PMO [Prime Minister’s Office] media unit and request clearance for major speeches, speeches with new policy content, electronic media commitments, sit-downs with metro prints and editorial staff, and opinion pieces.”

Mr Rudd was not at the cabinet meeting. Ms Gillard is believed to have reminded ministers representing those absent to make sure they got the message. While ministers have been required to get approval for electronic appearances and opinion pieces, sources believed the newspaper reference went further than before.

Asked about the orders yesterday, Mr Rudd said ”those are matters for the Prime Minister”. Pressed on whether he would be happier being PM, he described himself as ”a very, very happy little Vegemite”.

Ms Gillard said she would not talk about what happened in cabinet but said the government always had and always would co-ordinate its message – ”there’s nothing new in that”.

Meanwhile, government sources played down suggestions a new post-reshuffle seating plan snubbed Mr Rudd.

They said Mr Rudd, who sits four seats from the PM, had been put three seats away in a February 3 plan but this had been changed three days later to put Mr Rudd back to his old ranking.
