Security Council Adopts Syria Ceasefire Resolution – Syrian Government Ready for Political Solution

nsnbc : The UN Security Council, on Friday, unanimously adopted Resolution 2268 on the cessation of combat activities in Syria. Syrian UN Envoy Dr. Bashar Al-Jaafari affirmed that the Syrian government endorses the resolution and that the government has spared no effort, since the beginning of the crisis in 2011, to find a political settlement.

UNSC Resolution 2268 (2016) stipulates the terms for the cessation of hostilities, calls for a political solution to the conflict, endorses the Geneva Statement and the Vienna Declarations, and importantly, calls for the preservation of the Syrian Arab Republic’s territorial integrity.

Armed hostilities in Syria largely ceased Saturday as the ceasefire came into effect. Operations against the self-proclaimed Islamic State, Jabhat Al-Nusrah and other insurgencies considered as terrorist organizations by the Security Council continue. A reporter for nsnbc international in Turkey noted that Turkish military has continued its sporadic shelling of Syrian Kurdish positions in support of Turkish proxy insurgencies and that Turkish special forces operate in northwestern Syria to direct artillery fire.

The cessation of hostilities also allowed the United Nations Relief and Works Agency to deliver vital thermal blankets and food aid to Palestinian refugee camps and Palestinian refugees who had been displaced from Yarmouk, Damascus. Hostilities ceased in some areas before the Saturday ceasefire deadline. UNRWA Spokesman Chris Gunness reported that with the completion of humanitarian missions this week, UNRWA has been able to sustain two weeks of humanitarian access to besieged and hard to reach communities in the Syrian capital, Damascus. Gunness added:

We were able to resume operations in the Damascus suburb of Yalda on February 14 for the first time in over six months, distributing 5,700 food parcels to families from the besieged Palestine refugee camp of Yarmouk, Yalda, Babila and Beit Saham over a 5-day operation. Then From Sunday 21 to Wednesday 24  February, we distributed thermal blankets to Palestine refugees and other civilians from Yarmouk, Yalda, Babila and Beit Saham, from a distribution point in Yalda. A total of 19,160 blankets were distributed to approximately 5,700 families.

Syria’s UN Envoy Dr. Bashar Al-Jaafari commented on the adoption of UNSC Resolution 2268 (2016), stressing that the Syrian government has spared no effort, since the beginning of the crisis, to find a political settlement to the crisis in the country. Al-Jaafari noted:

“The Syrian government, in continuation of that approach and in light of its keenness on halting the bloodshed of the Syrians and restoring security and stability to the country, has officially announced its acceptance to the cessation of fighting actions on the basis of continuing the military efforts to combat terrorism against the Islamic State (ISIS) and Jabhat al-Nusra and other terrorist organizations affiliated to them or to al-Qaeda in accordance with the Russian-US joint declaration”.

Al-Jaafari affirmed that the Syrian government considers the resolution as an important step towards the political settlement and stresses readiness to contribute to applying the cessation of the fighting actions. The Syrian UN Envoy also stressed that the Syrian delegation has taken part in the latest Geneva talks with good intention and full seriousness in order to reach a political settlement to the crisis in Syria. He continued:

“The Syrian government is ready to actively participate in any sincere effort that aims at reaching this political settlement through which only the Syrian people determine the future of their country via a Syrian-led dialogue among the Syrians themselves and without any foreign intervention in a way that guarantees Syria’s sovereignty, independence and territorial integrity”.

Al-Jaafari rejected allegations according to which the Syrian Arab Army and allied forces should have targeted “moderates” while claiming to have targeted Jabhat Al-Nusrah or ISIL. The ceasefire agreement reached by the jointly US – Russian chaired International Syria Support Group agreed to establish a contact point for all belligerent parties who are part of the ceasefire agreement at the Hmeinim Air Base in Syria.

The contact center is run by Russian military personnel. It functions as coordination and contact point to avoid unwanted hostilities, de-escalate situations where the ceasefire breaks down, enables groups who want to cease hostilities to safely arrange the cessation of hostilities, and more. Notably, the contact center also fulfils functions with regard to organizing humanitarian efforts. Daunting tasks, considering the many different fronts and groups who are involved in the conflict.
