US, China to tighten UN bans on N Korea

The UN Security Council is set to vote on a resolution proposed by the US and China at 1500 GMT on Thursday.

The resolution that comes after weeks of negotiations behind closed doors would have the council “expressing the gravest concern at the nuclear test” staged by Pyongyang.


On February 12, North Korea announced that it had successfully carried out its third underground nuclear test, which involved a “miniaturized” device and was conducted in a “perfect manner.”

The nuclear test drew immediate condemnation from the UN and several countries including the United States, South Korea, Russia and Japan.

The nuclear test came after North Korea’s December rocket launch. On December 12, 2012, Pyongyang announced that it had launched a long-range rocket from the Sohae Satellite Launching Station, located in Cholsan County of North Pyongan Province, and successfully placed a satellite into orbit.

The resolution targets North Korean diplomats and adds the names of three individuals as well as the government’s Second Academy of Natural Sciences and Korea Complex Equipment Import Corporation to the UN blacklist for a travel ban and assets freeze.

Furthermore, under the new resolution inspections of suspicious land, sea or air cargos will become mandatory.

The resolution also asks the UN’s member states to block any financial services or monetary transfers that “could contribute to the DPRK’s nuclear or ballistic missile programs.”

US ambassador to the United Nations Susan Rice has said that the resolution “builds up, strengthens and significantly expands the scope of the strong UN sanctions already in place” on North Korea.

China’s UN ambassador, Li Baodong, has also noted, “A strong signal must be sent out that the nuclear test is against the will of the international community.”

Pyongyang had previously carried out two nuclear tests on October 9, 2006 and May 25, 2009.
