US ‘opens talks with Hizb-i-Islami insurgent group’

Dr Baheer said more meetings were planned but could not take place until he had received instruction from Hekmatyar, who is holed up somewhere in eastern Afghanistan.

President Hamid Karzai confirmed at the weekend he had met negotiators from Hizb-i-Islami for talks about broadening the scope of peace talks with the Taliban.

For its part, the Taliban is planning to open an office in Qatar as a precursor to talks with the US. It has also called for the release of five officials held at Guantánamo Bay as a goodwill gesture.

Dr Baheer said his group was only interested in negotiating US withdrawal – the first time he has dropped a pull-out as a precondition for talks.

“Our position is that the presence of American troops on Afghan soil is the problem and the cause of conflict,” he said.

The American embassy in Kabul would not confirm or deny the meetings.

Gavin Sundwall, spokesman, said: “We have a broad range of contacts across Afghanistan and the region to support Afghan reconciliation efforts.”
